What impact can you make in this role?
As a Project Manager, you will lead and deliver GIC’s external data management activities with strategic vendor across three key data workstreams - Mastering, Index, and Research - on time, within scope, and within budget. These workstreams involve extensive engagement with internal teams and external partners, with varying levels of complexity. Success requires a proactive, structured, and detail-oriented approach, strong governance discipline, and a commitment to seeing initiatives through to completion - from data ingestion and data quality through to operational transition. A genuine interest in the work, a passion for continuous learning, and excellent stakeholder, communication, and time-management skills are essential. The candidate must demonstrate strong proficiency in core project management competencies, encompassing all nine PMBOK knowledge areas, supported by formal training and proven hands-on delivery experience, and apply these consistently across all assigned workstreams.
What will you do as a Project Manager?
- Project Leadership & Execution: Develop and maintain the overall project plan, milestones, and deliverables across the three workstreams. Drive end-to-end execution, ensuring alignment with business objectives, timelines, and quality standards.
- Vendor & Outsourcing Management: Serve as the primary contact for the external data vendor, ensuring clear communication of requirements, expectations, and performance standards. Monitor vendor progress, service-level adherence, and delivery timelines, facilitate regular governance and performance reviews, and ensure vendor activities comply with GIC’s data governance, security, and risk-management policies.
- Value-Driven Engagement: Constantly seek opportunities to value-add across the delivery lifecycle and, wherever sensible, fast-track tasks and optimise the end-to-end process. Pre-emptively call out potential risks with mitigation plans, manage issues to closure, and escalate potential risks early for closure.
- Best Practices Champion: Identify opportunities to implement best practices that enhance efficiency, drawing from project management certification, project delivery expertise, and good governance.
- Stakeholder Management: Partner with business SMEs and the project BAs to gather requirements and ensure deliverables meet business needs, and with data engineers and the lead solution architect to ensure cohesive solutioning across all tracks. Build and maintain strong relationships with key stakeholders, providing regular updates on project status, risks, issues, and dependencies, and proactively escalate critical issues with recommended mitigations.
- Dependency Mapping: Apply techniques used in managing past strategic, complex deliveries and collaborate with cross-functional teams to identify and manage dependencies, ensuring seamless project execution and delivery.
- Project Scheduling: Develop and maintain detailed project schedules, with the critical path surfaced, tracking progress and optimising timelines as necessary to meet project milestones.
- Reporting: Conduct weekly working-party meetings as required to ensure progress. Maintain comprehensive project documentation and governance artefacts, and prepare and present comprehensive reports to senior leadership, highlighting key metrics, challenges, and achievements.
- Operational Readiness & Transition: Oversee the transition of data management processes from internal teams to the external vendor, ensuring operational readiness - including documentation, training, and handover of responsibilities - and support post-implementation stabilisation and continuous improvement.
- Financials, Procurement & Compliance: Manage project budgets, including forecasting, tracking, and reporting of expenditures and variances. Apply deep understanding and expertise in managing project financials, procurement, and compliance-related matters - key for good governance and to ensure no breach - with deliveries that can stand up to audit.
- Team Collaboration: Foster a collaborative environment among project teams, encouraging open communication and knowledge sharing to drive project success.
- Future Leadership: Position yourself as a potential future leader for the project management function, contributing to strategic planning and decision-making.
What qualifications or skills should you possess in this role?
- Bachelor’s degree in Information Systems, Business, Data Management, Computer Science, or a related field.
- At least 6–10 years of experience in project management, preferably in the financial sector.
- Proven experience managing vendor-led or outsourced service-delivery projects, with demonstrated ability to manage project budgets, risks, and escalations effectively. Experience with financial data domains is an advantage.
- Certification in Project Management from a recognised institute - preferably Project Management Institute (PMI/PMP) or CITPM (NUS-ISS).
- Emphasis on good project governance and project hygiene, including a deep understanding of all financials, procurement, and compliance-related matters for projects undertaken, experience managing the various technical approvals applicable, and deliveries that can stand up to audits.
- Proven track record of successfully managing complex, cross-functional projects in a global environment, with a clear ability to leverage and harness the strengths of stakeholders to instil an effective working model for deliveries undertaken.
- Strong understanding and successful application of various project management methodologies (e.g. Agile, Waterfall) and tools (e.g. Jira, Confluence).
- Demonstrated skills as an enabler, able to value-add to every interaction and at every opportunity to effectively bring initiatives to market.
- Excellent communication and interpersonal skills, with the ability to influence and engage stakeholders at all levels, including proven successful engagement with senior leadership and across all levels of the organisation.
- Strong analytical and problem-solving skills, with keen attention to detail and the proven ability to quickly grasp new concepts and deep-dive into new initiatives undertaken.
- Structured, detail-oriented, and able to manage competing priorities; a collaborative team player able to work effectively across cross-functional teams.
