VP/SVP, Risk Manager, Portfolio Execution & Solutions Group

Location:

Singapore, SG

Job Function:  Portfolio Execution & Solutions Group
Job Type:  Permanent
Req ID:  17524

GIC is one of the world’s largest sovereign wealth funds. With over 2,000 employees across 11 offices around the world, we invest in more than 40 countries globally across asset classes and businesses. Working at GIC gives you exposure to an extraordinary network of the world’s industry leaders. As a leading global long-term investor, we Work at the Point of Impact for Singapore’s financial future, and the communities we invest in worldwide.

Portfolio Execution & Solutions Group

We have teams in Singapore, London and New York, and we provide a full spectrum of services for the Total Portfolio. These include trading and structured advisory, funding and liquidity management, securities lending, beta management, portfolio rebalancing, applied quantitative research, and counterparty relationship management. We also deliver systematic portfolio solutions and innovation, such as portfolio construction techniques and tail-risk management, to strengthen total portfolio construction and resilience.

Business Solutions & Risk (BSR)

BSR is PESG's integrated capability for decision support and portfolio resilience across the group. It combines two complementary mandates. Business solutions provides the data, analytics, and tooling that turn PESG's activities into usable information for portfolio managers, traders and leadership. Business risk — risk oversight embedded within the business rather than in a central function — works alongside PESG's investment and trading teams to identify, test and manage portfolio, liquidity, funding, counterparty and model risks before they become issues. Working in close partnership with GIC's second-line risk function, the Risk, Performance & Management Department (RPMD), the team brings established risk practice into the business while enabling PESG to operate with the transparency and analytical rigor required of a systematic, data-driven Total Portfolio implementation platform.

We are looking for a risk professional to join the Business Solutions & Risk team within the PESG Chief Operating Officer (COO) office. This is a first-line, in-business risk role embedded within PESG rather than a position in GIC's central second-line risk function. You will help establish a newly created risk oversight function spanning Trading, Treasury, Securities Financing, Beta Management, and Portfolio Solutions, providing risk analysis and advice to PESG business heads and senior leadership that is independent of the desks it covers, and helping formalize PESG's risk governance framework as it continues to mature.

What will you do as a VP/SVP within Business Solutions & Risk?

Build out the function

  • Shape and build the in-business risk coverage framework across PESG's three business pillars: Execution (operational risk); Treasury, Securities Financing and Beta Management (operational, liquidity and leverage risk); and Portfolio Solutions (investment risk).
  • Support the formalization of PESG's risk governance structure, including proposed committees for Treasury & Liquidity, Trading & Execution Risk, Rebalancing Oversight, and Alternative Investments deal approvals.

Partner with the business

  • Partner closely with various strategy teams to deliver independent risk analytics and oversight that inform day-to-day decision making.
  • Conduct regular detailed reviews of exposures, concentrations, scenarios, and performance attribution.
  • Assess the complexity of portfolio solutions proposals, including structuring assumptions and how risk is transferred to counterparties or other portfolios, and produce independent risk memos that test the deal team's thesis ahead of approval.

Design and operate risk frameworks

  • Design operational risk monitoring for trade execution and lifecycle processes, including control gaps, and errors in trade booking and reconciliation.
  • Develop liquidity stress testing and leverage/exposure monitoring frameworks for Treasury and Securities Financing activities, and work with stakeholders to establish a formal limits framework where none currently exists.

Reporting and analytics

  • Provide regular risk updates and escalation to PESG Business Heads and the PESG Director and maintain the central liaison relationship with RPMD on frameworks, analytics, and firm-wide risk standards.
  • Collaborate with Quant Investment Research to develop tailored risk tools and dashboards, including AI-assisted analytics, applying industry practice to enhance PESG's analytical infrastructure.

What qualifications or skills should you possess in this role?

  • Substantial experience (typically 10+ years, or equivalent depth) in a relevant buy-side, sell-side, or asset-management context, including time in one or more of: portfolio management, trading, treasury, securities financing, rebalancing/execution, or (in-business) risk aligned to these functions.
  • Working knowledge of at least one of: trade execution and operational risk; treasury/liquidity and leverage risk management; or structured portfolio solutions.
  • Cross-asset exposure (equities, fixed income, FX, derivatives); deep specialization in one asset class complemented by broader knowledge across others is equally welcome.
  • Familiarity with industry risk and analytics platforms (e.g., Aladdin, Charles River, Bloomberg).
  • Experience working within risk governance frameworks (committees, limits, escalation protocols), including in less mature or evolving risk environments.
  • Skilled in analyzing large and complex data sets using relevant programming tools (e.g., Python, SQL), and the ability to build models, reports, and dashboards that support real-time decision making.
  • Experience working alongside trading, treasury, or portfolio construction teams, including presenting to senior stakeholders and committees.
  • A collaborative approach to working across teams, with the ability to explain risk findings clearly to both technical and non-technical audiences, and to engage proactively with key internal stakeholders (including RPMD) and external partners as required.
  • Demonstrable integrity and sound judgment, including the willingness to raise and escalate difficult findings and hold an independent position under pressure from senior stakeholders, given the independence this role requires.
